Follow these steps:

  1. Navigate to MANAGE, MANAGE> ADMINISTRATION, and Tools.
  2. Click Configuration Parameters and search REQUIRE_CASE_ID_GENERATION_FOR_ALL_TICKETS.
  3. Click the parameter and set Parameter Value.
