Answer: 

If you are looking to make the affected service Affected Service field as mandatory, then currently it is not possible. However, however you can make the affected service Affected Service field as mandatory after the ticket is created by using workflow Workflow actions/Process workflows.
When an analyst is trying to take any of the action on ticket, we can make this field as mandatory via required fields/mandatory fields in the workflow action/process workflow.
