Error "Please review the Approval Actions and Associate One or more Approvers"

Issue:

Receiving Error "Please review the Approval Actions and Associate One or more Approvers" when trying to Publish a Process workflow even though all the approval actions in the process workflow as configured with the approvers.

Cause:

When publishing a process flow, if there are any Submit for Approval steps, they are validated for approvers configured before publishing - however, if a submit for approval step is archived, it is still considered for this validation. This prevents publishing of process flow. So, if there are any steps which are in the archived steps are missing the approvers then the system will through this kind of errors.

Resolution/Workaround:

As a Work-around for this is to add the archived step back to canvas, configure the approvers (even ticking the check-box 'Use Approval Group ...' should be fine), and remove the step again. Now, process flow can be published successfully. So, on other words the intention is each step of approval group should have an approver even though it has been archived.
Steps to Resolve:
1. Search for the approval actions steps in the process workflow (including the archived steps), click the Add Step button. It will give you the options to see the archived steps, click on view more to search for all the archived approval steps.
2. Drag the steps back to the canvas and add any of the approver in that steps and save it.
3. Delete the step in which you have added the approver earlier.
4. Repeat the same procedure for each step of approver actions.
5. Save the process workflow and publish it now; you won't get the above-mentioned error.
